Indo-Pacific Oceans Initiative (IPOI)

The Indo-Pacific Oceans Initiative (IPOI) is a non-treaty-based, voluntary initiative launched by India in 2019 at the East Asia Summit (EAS) held in Bangkok, Thailand.
It is an initiative of the Government of India, grounded in the broader vision of SAGAR — Security and Growth for All in the Region.
IPOI emphasizes open, inclusive, and cooperative multilateralism, focused particularly on the maritime domain.
Objective:Its objective is to promote cooperation for a free and open Indo-Pacific and the rules-based regional order, which will contribute towards strengthening safety, stability and development in the maritime domain.
As a non-treaty-based voluntary arrangement, it aims to achieve greater cohesion and integration through common understanding and actions related to shared interests.
It does not envisage a new institutional framework and leans heavily on the EAS mechanism, which includes ASEAN member states and its eight dialogue partners.
Thematic Coverage: The IPOI comprises seven thematic areas that cover a wide spectrum of issues spanning the ‘security-development-capacity building’ continuum in diverse areas spanning security, safety, resource development, science and technology, resilient infrastructure and marine environment-ecology.

Significance of IPOI

Enhances Maritime Security and Stability
- IPOI promotes cooperation among nations to address traditional and non‑traditional security threats in the maritime domain, including piracy, illegal fishing, and freedom of navigation, contributing to a stable and peaceful Indo‑Pacific.
Strengthens Rules‑Based Order
- It reinforces a free, open and inclusive Indo‑Pacific, underpinned by international maritime law, helping preserve a rules‑based regional order.
Facilitates Regional Cooperation
- By uniting diverse partners across the Indo‑Pacific, IPOI fosters practical cooperation in areas such as disaster risk reduction, marine ecology, and science & technology—helping countries address shared challenges collectively.
Complements Existing Frameworks
- IPOI works alongside other regional frameworks like the East Asia Summit (EAS), ASEAN Outlook on the Indo‑Pacific (AOIP), Quad and IORA, providing an additional layer of cooperation focused on maritime issues.
Flexible and Inclusive Framework
- As a non‑treaty, voluntary arrangement, it allows countries to participate based on interests rather than binding commitments—enhancing engagement without institutional rigidity
Countering Regional Threats
- It can address China’s assertive behaviour in the Indo-Pacific.
- Example: In 2020, India and Vietnam agreed to enhance their bilateral cooperation in line with IPOI.
Addresses Resource Geopolitics
- Promoting cooperation in securing critical minerals (cobalt, lithium, nickel) and rare earth elements (as tellurium and neodymium).

Key challenges

Lack of Legal/Institutional Binding Mechanism
- IPOI’s voluntary and non‑treaty nature—while a strength for flexibility—also limits enforceability and long‑term commitment among participating states.
Diverse Strategic Interests
- Signatories have varied geopolitical priorities, which can make it hard to achieve consensus on key initiatives, especially in areas where national interests diverge.
Resource Constraints
- Limited funding mechanisms for joint initiatives & uneven technological and infrastructural capabilities among partners.
Regulatory Harmonization
- Difficult to align diverse national policies and regulations & establish common standards.
Inclusivity Issues
- Limited representation of East African and Gulf Cooperation Council countries.
