Community-Based Disaster Management

Community-Based Disaster Management refers to an approach in which local communities actively participate in disaster preparedness, mitigation, response and recovery. Since communities are the first to face the impact of disasters and the first to respond before outside help arrives, their participation is essential for reducing loss of life, protecting livelihoods and building local resilience.

It shifts disaster management from a purely government-led approach to a people-centred and participatory approach.

Principles of CBDM

The following are the basic principles of CBDM:

  • Active participation: Active participation of the community is very important for reducing disaster risk. When disaster risk reduction measures are community-centric, the local champions take ownership in planning, implementation and management of disaster reduction activities.
  • Use of local resources and capacities: Interventions begin from locally available and accessible resources, capacities and networks/partnerships. Utilisation of all these aspects at the local level is an important principle to deal with a disaster.
  • Own choice and decision: Community should consider their choices and decisions while engaging in disaster risk reduction.
  • Capacitating community: DRR programmes should be community specific and focus on increasing the capacity of the local level people.
  • Attention to vulnerable groups: Special focus should be given to vulnerable groups, so that their wellness and needs are taken care of in the pre, during and post-disaster phases.

Significance of Community-Based Disaster Management

  • First Responders During Disasters
    • Local people are usually the first to respond during floods, cyclones, earthquakes, fires or landslides.
    • Before NDRF, SDRF or district administration reaches the site, community members help in evacuation, rescue, first aid and relief.
      • NDRF teams — 4–6 hours to arrive in best case; often longer in remote areas
      • Community volunteers — on site within minutes; begin rescue while government mobilises
    • Therefore, trained communities can reduce deaths and injuries significantly.
  • Better Understanding of Local Risks
    • Communities have practical knowledge of local hazards, vulnerable areas, safe routes, water channels, old landslide zones, flood-prone areas and vulnerable households.
    • This local knowledge improves disaster planning and makes risk maps more realistic.
      • For example, villagers may know which low-lying areas get flooded first and which routes remain safe during evacuation.
      • Seasonal knowledge — when rivers flood, which slopes are unstable; community knows before instruments detect
      • Building knowledge — which structures are weak; where people are most likely to be trapped
    • Indigenous early warning — traditional knowledge; Andaman tribals moved to high ground before 2004 tsunami based on animal behaviour observation — zero tribal deaths 
  • Protects Vulnerable Sections
    • Community participation helps identify vulnerable groups such as elderly persons, children, pregnant women, persons with disabilities, poor households and migrants.
    • This ensures that evacuation, relief and rehabilitation are more inclusive and targeted.
  • Improves Preparedness
    • Communities can be trained in early warning response, evacuation, first aid, search and rescue, fire safety and relief management.
    • Regular mock drills create confidence and reduce panic during actual disasters.
  • Strengthens Last-Mile Delivery of Early Warning
    • Early warnings are useful only when people receive, understand and act upon them.
    • Community volunteers can spread warnings in local language through door-to-door communication, sirens, mobile groups, local leaders and traditional methods.
    • This helps convert warning into timely action.
  • Reduces Dependence on External Agencies
    • If communities are prepared, they do not remain completely dependent on outside rescue and relief agencies.
    • They can take immediate action using local resources such as boats, tractors, community buildings, schools, temples, mosques and local volunteers.
  • Supports Livelihood Protection
    • Community-based planning can help people protect livestock, seeds, tools, boats, documents and essential assets before disasters.
    • This reduces long-term livelihood losses and speeds up recovery.

    • Disaster preparedness improves cooperation, trust and collective action within communities.
    • Self-help groups, youth clubs, farmer groups and local committees can become important institutions for disaster resilience.

Key Components of Community-Based Disaster Management

  • Community Risk Assessment
    • Local people identify hazards, vulnerable groups, unsafe locations, available resources and coping capacities.
    • This helps prepare realistic disaster management plans.
  • Community Disaster Management Plan
    • Each village, ward or locality should have a simple disaster management plan.
    • It should include evacuation routes, safe shelters, emergency contacts, vulnerable households, local volunteers and available resources.
  • Formation of Community Disaster Committees
    • Local committees can coordinate preparedness, warning dissemination, evacuation, relief distribution and post-disaster recovery.
    • These committees should include women, youth, elderly persons and vulnerable groups.
  • Training and Capacity Building
    • Community members should be trained in first aid, basic search and rescue, swimming, fire safety, evacuation support, relief management and psychological support.
  • Mock Drills and Awareness
    • Regular mock drills help people practise what to do during floods, cyclones, earthquakes or fires.
    • Awareness campaigns reduce panic and improve response.
  • Use of Local Resources
    • Schools, panchayat buildings, community halls, religious places, boats, tractors, local vehicles and local communication networks can be used during disasters.
  • Inclusion of Traditional Knowledge
    • Local knowledge of weather, rivers, forests, slopes, animal behaviour and safe zones can support scientific disaster planning.
    • Traditional knowledge should be integrated with modern early warning systems.

Challenges in Community-Based Disaster Management

  • Tokenism vs Genuine Participation
    • Community DM plans prepared by officials; communities sign without understanding
    • Participatory Rural Appraisal (PRA) — often box-ticking exercise
    • Gram Panchayat DM plans — template-filled; not site-specific; updated only when external agency visits
    • Community volunteers trained once; never refreshed; skills fade
    • Capture by elites — DM committees dominated by dominant caste/class; marginalised excluded from decision-making
  • Coordination Failure
    • Community DM — operates in isolation from government DM systems
    • Volunteer-NDRF coordination — no established protocol during actual disaster; duplication and confusion
    • Community vs line department — Revenue, Agriculture, Health departments work separately; CBDM not integrated
    • District collector — often unaware of community DM resources in their district; no inventory
  • Sustainability of Government Support

    • In urban areas, migrant workers and slum dwellers may not be included in local disaster plans.
    • Frequent movement of people makes community-level preparedness more difficult.
  • Weak Local Governance Capacity
    • Panchayats and urban local bodies may lack funds, trained staff and technical support to sustain community-based disaster management.
  • Decline of Traditional Knowledge
    • Traditional coping practices and local ecological knowledge are declining due to urbanisation, migration and changing lifestyles.
    • This reduces community resilience.

Way Forward

  • Institutional Strengthening 
    • Mandatory Gram Panchayat DM Fund — 1–2% of GPDP budget for DM preparedness; Philippines model 
      • In Philippines model (Republic Act 10121), local governments are legally mandated to dedicate a specific portion of their revenue to disaster risk reduction 
    • National Volunteer Protection Act — legal cover, insurance, compensation for community DM volunteers
    • Aapda Mitra expansion — 5 lakh volunteers by 2030; cover all hazard-prone districts; urban extension
    • District Volunteer Registry — real-time database of trained volunteers; accessible to DDMA
  • Quality & Sustainability

    • Students can become disaster awareness carriers in families and communities.
    • School safety plans, evacuation drills and basic disaster education should be promoted.
  • Integrate Traditional Knowledge with Technology
    • Local knowledge should be combined with scientific forecasting, GIS mapping, mobile alerts and satellite-based early warnings.
    • This makes disaster management both locally relevant and scientifically strong.
  • Encourage Community-Based Mitigation
    • Communities should be involved in maintaining drains, protecting ponds, restoring wetlands, planting trees, conserving mangroves and identifying unsafe construction.

However, its success depends on awareness, regular training, inclusive participation, strong local bodies, last-mile early warning and coordination with formal disaster management institutions. Therefore, disaster management must move from a top-down relief approach to a participatory and resilience-based approach.
