Millet Production in India: Importance, Challenges and Way Forward

Millets are small-seeded cereal crops grown mainly in dryland and rainfed regions. They are known as nutri-cereals because they are rich in fibre, minerals, vitamins and other nutrients. Major millets grown in India include jowar, bajra, ragi, foxtail millet, little millet, kodo millet, barnyard millet and proso millet.

Importance of Millet Production

  • Food and Nutritional significance
    • Millets are rich in dietary fibre, iron, calcium, magnesium, phosphorus and antioxidants.
    • They help improve dietary diversity and are useful in addressing malnutrition, hidden hunger, anaemia and lifestyle diseases.
      • Ragi is rich in calcium, while bajra is rich in iron.
      • Sorghum (jowar) is high in antioxidants — linked to reduced cancer and cardiovascular risk 
      • High dietary fibre content regulates blood sugar — essential for managing diabetes
      • Low glycaemic index (GI) — slower glucose release compared to rice and wheat
    • Millets can directly address India’s dual burden — caloric deficiency and micronutrient malnutrition 
    • Including millets in PDS, mid-day meals, and ICDS can improve nutritional outcomes for vulnerable populations
    • Millets provide affordable nutrition — cost-effective compared to animal-source foods for protein and micronutrients
  • Climate-resilient crops
    • Millets can grow in harsh climatic conditions with low rainfall, poor soils and high temperatures.
    • They are suitable for drought-prone and dryland regions, making them important in the context of climate change.
  • Low water requirement
    • Millets require much less water compared to paddy and sugarcane.
    • Promoting millets can reduce pressure on groundwater and support sustainable cropping patterns in water-stressed regions.
    • Groundwater conservation potential is enormous if millets replace even a fraction of rice area 
  • Suitable for rainfed agriculture
    • A large part of Indian agriculture is rainfed.
    • Millets are well suited to rainfed areas because they can survive moisture stress and uncertain rainfall better than many other crops.
  • Soil Health
    • Millets have extensive root systems that improve soil structure and prevent erosion
    • Require minimal synthetic fertilizers — reducing soil chemical load
    • Suitable for inter-cropping and rotation — break pest cycles and restore nutrient balance
  • Biodiversity Conservation
    • India has hundreds of millet varieties and landraces — a vast genetic treasury
    • Millet cultivation maintains agro-biodiversity that has been lost under monoculture
    • Support diverse soil microbial communities unlike monoculture cereal systems
  • Low Carbon Footprint 
    • Millets require significantly less energy input — less fertilizer, less irrigation, less mechanization

    • Millets are often grown by small, marginal and tribal farmers in dryland areas.
    • They need relatively fewer inputs, which reduces cost of cultivation and risk.

    • Millets have low input costs — minimal fertilizer, pesticide, and irrigation investment
    • High input-output ratio — modest investment can yield reasonable returns

    • Millet processing, packaging, and marketing generate rural non-farm employment

  • Health Importance 
    • Diabetes management — low GI millets slow sugar absorption, reduce insulin spikes
    • Cardiovascular health — high fibre and antioxidants reduce cholesterol and blood pressure
    • Anaemia prevention — iron-rich bajra addresses India’s severe anaemia burden, especially in women and children
    • Bone health — ragi’s exceptional calcium content prevents osteoporosis
    • Weight management — high fibre increases satiety, reduces overeating
    • Gut health — prebiotic fibre feeds beneficial gut bacteria
  • Fodder value
    • Crops like jowar and bajra provide both grain and fodder.
    • This supports livestock, dairy and mixed farming systems.
  • Potential for value addition
    • Millets can be processed into flour, flakes, biscuits, noodles, snacks, ready-to-eat foods, breakfast cereals and health foods.
    • This creates opportunities for food processing, startups, women SHGs and rural enterprises.
  • Export and market potential
    • With rising health consciousness, demand for millet-based foods is increasing in urban and global markets.
    • This creates opportunities for branding, processing and export of millet products.
  • Strategic and Global Importance 
    • United Nations declared 2023 the International Year of Millets — at India’s proposal — recognizing their global significance
    • India is the world’s largest producer of millets 
    • Strategic opportunity to position India as the global “Millet Hub” — driving exports and soft power

Reasons for Decline in Millet Production / Area

  • Shift towards rice and wheat
    • After the Green Revolution, rice and wheat received stronger policy support, irrigation, HYV seeds, fertilisers, MSP procurement and PDS backing.
    • As a result, many farmers shifted away from millets.
  • Weak and limited procurement support
    • Although MSP is announced for millets, actual procurement remains limited compared to rice and wheat.
      • Although MSP is announced for major millets like jowar, bajra and ragi, procurement is weak and not comparable to rice and wheat. Many minor millets are either not effectively covered or do not have assured procurement channels. As a result, farmers do not get price security or guaranteed buyers, which discourages them from expanding millet cultivation. 
    • Without assured procurement, farmers hesitate to allocate more land to millets.
  • Changing food habits
    • With rising availability of rice and wheat through PDS and markets, consumption of millets declined in many regions.
    • Millets came to be seen as “poor man’s food”, reducing consumer demand.
  • Low processing convenience
    • Millets often require cleaning, dehulling and processing before consumption.
    • Compared to rice and wheat, they are less convenient unless processed into easy-to-cook forms.
  • Limited value chain development
    • Storage, processing, packaging, branding and marketing systems for millets remain weak.
    • This reduces market opportunities for farmers.
  • Lower yield & Productivity
    • Farmers often see millets as less profitable than paddy, wheat, sugarcane, cotton or horticultural crops.
      • Millet yields in India remain extremely low 
      • At present the average millet productivity is 1 to 1.5 tonnes per hectare (t/ha), which is much lower than the average productivity of rice. 
    • This discourages expansion of millet cultivation.
  • Lack of improved varieties
    • In many areas, farmers still depend on traditional seeds.
      • The seeds available are often of inferior quality 
    • Limited access to high-yielding, disease-resistant and region-specific varieties affects productivity.
  • Poor consumer awareness
    • Many consumers are still unaware of the nutritional and health benefits of millets.
    • Demand remains limited unless awareness, recipes and processed products are promoted.

Challenges to Increase in Millet Production / Area

  • Low profitability for farmers
    • Farmers compare millets with crops like paddy, wheat, sugarcane, cotton and soybean. Since these crops often provide better market returns, assured buyers or stronger procurement support, farmers hesitate to shift more area towards millets.
  • Weak and limited procurement support
    • Although MSP is announced for major millets like jowar, bajra and ragi, actual procurement is limited and uneven across states. Many minor millets do not have assured procurement channels. This reduces price security for farmers.
  • Low consumer demand
    • Millet consumption declined over time due to the dominance of rice and wheat in diets, PDS support and changing food habits. Unless consumer demand rises, farmers will not find millet cultivation attractive.
      • Competition from subsidised rice and wheat
        • Cheap rice and wheat through the Public Distribution System reduced the role of millets in household consumption. This weakened the local market for millets and discouraged farmers from allocating more land to them.
  • Low and Stagnant Productivity 
    • Many farmers still use traditional seeds with lower yield potential. Limited access to improved, high-yielding, drought-tolerant and region-specific millet varieties keeps productivity low. 
      • While India is the world’s largest producer of millets , its average yields (around 1,239 kg/ha) closely align with the global average . However, this yield trails far behind high-performing nations.
      • Limited availability of quality seeds of improved/hybrid varieties at village level
      • Seed replacement rate for millets is extremely low — farmers recycling old, degenerated seed
        • Low productivity makes millets economically uncompetitive against high-yielding cereals 
  • Weak Market Linkages
    • Millet-growing regions are often dryland, tribal or remote areas with weak roads, storage, aggregation and mandi linkages. Farmers may not get assured buyers or remunerative prices. 
    • Thin and fragmented markets — few buyers, limited competition, poor price discovery
    • Farmers in remote areas have no access to urban health-food markets paying premium prices
    • Export markets exist but supply chains connecting dryland farmers to exporters are absent 
  • Weak extension support
    • Farmers often lack proper guidance on improved millet cultivation, intercropping, pest management, harvesting, storage and post-harvest handling. This reduces confidence in shifting from familiar crops to millets.
  • Dietary and Consumer Demand Challenges 
    • Perception of millets as low-status food
      • Millets were earlier seen as “poor man’s food” in many regions. This social perception reduced consumption demand and indirectly discouraged farmers from growing them.
    • Generational dietary shift — younger consumers unfamiliar with millet-based cooking
    • Convenience gap — millets take longer to cook, require soaking, are harder to prepare than rice
    • Food service sector (restaurants, canteens, hotels) rarely features millet dishes 
    • Urban consumers show interest in millets but lack cooking knowledge and recipes 
    • Subsidized rice and wheat through PDS suppress millet demand even among low-income groups 
  • Labour and drudgery issues
    • Some millets require more labour in harvesting, threshing and processing. For small farmers, this increases effort and reduces attractiveness compared to more mechanised crops.
      • Millets have a tough outer husk requiring dehulling before consumption
      • Traditional hand-pounding is labor-intensive and time-consuming 
      • Mechanical dehullers are not widely available at village or block level
  • Underdeveloped Processing Industry and Limited value addition
    • No significant large-scale millet processing industry to absorb farm surplus 
    • Millet-based products such as flour, biscuits, snacks, noodles, flakes and ready-to-eat foods are still not widely available at scale. Without value-added demand, farmers do not get strong market incentives to increase millet area.
    • Standardization of millet products is poor — inconsistent quality undermines consumer confidence 
  • Knowledge and Awareness Gaps 
    • A generation of farmers has lost traditional millet cultivation skills — crop management, seed selection, inter-cropping patterns
    • Nutritional and health benefits of millets poorly communicated to both farmers and consumers
    • Farmers unaware of government support schemes for millet promotion
    • Consumer awareness campaigns have been urban-centric — not reaching millet-growing rural communities
    • Agricultural curricula at schools and colleges give minimal attention to millets

Way Forward

  • Strengthening MSP and Procurement 
    • Make MSP procurement operational and mandatory — not just announced on paper
    • Establish dedicated millet procurement agencies at state level on lines of FCI
    • Mandate NAFED and state agencies to procure millets directly from farmers at MSP
    • Link millet procurement to buffer stock policy — create strategic reserves like cereals
  • PDS Integration 
    • Include jowar, bajra, and ragi in PDS — creating massive institutional demand
    • Incorporate millets in mid-day meal schemes, ICDS, and anganwadi feeding programs
    • Provide millet-based rations to armed forces, schools, and government canteens
    • This single intervention can transform demand overnight — pulling production upward
  • Subsidy Reorientation 
    • Redirect a portion of rice and wheat subsidies toward millet promotion
    • Provide input subsidies — seeds, fertilizers, mechanization — specifically for millet farmers
    • Offer area expansion incentives — cash transfers per hectare shifted to millet cultivation
    • Reform power and water subsidies to discourage water-intensive cereal cultivation
  • Research and Development 
    • Massively increase ICAR and State Agricultural Universities (SAUs) research funding for millet improvement programs
    • Develop high-yielding, pest-resistant, climate-resilient varieties for all major millets
    • Fast-track hybrid development for finger millet, foxtail millet, and sorghum
    • Invest in biofortified varieties — iron-rich bajra, zinc-rich sorghum — for nutritional impact
    • Establish dedicated millet research centers in each agro-climatic zone
    • Promote participatory plant breeding — involve farmers in variety development
    • Develop improved agronomic packages — fertilizer recommendations, pest management, water use
  • Seed System Strengthening 
    • Drastically increase seed replacement rate
    • Ensure quality millet seeds available at every input dealer — not just rice and wheat
    • Strengthen community seed banks preserving traditional and improved millet varieties
    • Incentivize private seed companies to invest in millet hybrid development
    • Establish seed hubs and seed villages specializing in millet seed production
  • Mechanization and Labor Solutions 
    • Develop and promote millet-specific machinery — reapers, threshers, dehullers, planters
    • Include millet equipment mandatorily in Custom Hiring Centers (CHCs)
    • Subsidize mechanical dehullers at village and SHG level — reduce women’s drudgery
    • Develop low-cost appropriate technology for small and marginal millet farmers
  • Market Development and Value Chain Building 
  • Domestic Market 
    • Develop dedicated millet mandis in major producing districts 
    • Promote direct farmer-to-consumer linkages through FPOs and cooperative marketing
    • Encourage organized retail chains to stock diverse millet products
    • Create millet festivals, food fairs, and culinary competitions to build consumer excitement
  • Value Addition and Processing 
    • Establish primary millet processing centers at cluster level — dehulling, grading, packaging
    • Promote millet-based food industry — flour, flakes, biscuits, pasta, health bars, beverages
    • Support millet startups and food enterprises through incubation, funding, and mentorship
    • Develop standardized quality parameters for millet products — build consumer trust
    • Promote women-led SHG enterprises in millet processing and value addition
  • Export Promotion 
    • Position India as the global “Millet Capital” 
    • Develop export-quality millet processing and packaging infrastructure
    • Promote millets through Indian embassies and trade missions globally
    • Obtain GI tags for traditional millet varieties and products
    • Target health-food and organic markets in USA, Europe, and Middle East

    • Launch sustained national campaign on millet health benefits

  • Extension and Capacity Building 
    • Train KVK staff and field extension workers comprehensively on millet agronomy

  • Leveraging Farmer Producer Organizations 
    • Build millet-focused FPOs in dryland and tribal regions
    • FPOs to collectively manage input supply, processing, storage, and marketing
    • Link FPOs directly to processors, exporters, and retail chains
    • Provide working capital, infrastructure support, and professional management to millet FPOs
    • Use FPOs as platforms for technology dissemination and financial service delivery

The way forward for millet production demands simultaneous action on supply, demand, technology, policy, and culture. No single intervention will suffice. What is needed is a complete ecosystem transformation — making millet cultivation profitable, millet processing efficient, millet markets reliable, and millet consumption aspirational.
