  - Limited irrigation support
    - Pulses need less water than many crops, but they still require protective irrigation during critical stages like flowering and pod formation. Lack of irrigation during these stages reduces output.
    - The limited expansion of irrigation coverage, which has increased by only 4% over the past decade (i.e., 23% to 27%), further exacerbates the situation.
Stagnant and fluctuating yields
- Stagnant and fluctuating yields remain a major constraint. The productivity of pulses remains low compared to cereals. This is because pulses have not received the same level of technological support as rice and wheat in terms of high-yielding varieties, irrigation, mechanisation and extension services.

- Summer pulses should be promoted to increase overall pulse production. This can help use available land and irrigation resources more effectively.
Improve seed quality and traceability
- High-yielding, drought-tolerant, pest-resistant and region-specific varieties should be developed and distributed widely.
  - R&D should focus on pest-resistant, climate-resilient and nutritionally enriched pulse varieties. This is important because pulses are vulnerable to pests, diseases, drought, heat stress and rainfall variability.
- Seed availability, accessibility and quality assurance should be strengthened. End-to-end seed traceability can help farmers access reliable, improved and location-specific pulse varieties.
Expand protective irrigation
- Farm ponds, watershed development, micro-irrigation and limited irrigation support should be promoted in pulse-growing regions.
Strengthen extension
- Farmers need guidance on improved seeds, sowing time, pest management, nutrient management, intercropping and post-harvest handling.
Integrate pulses with PDS
- Pulses can be integrated into the Public Distribution System to link production with nutritional security. This can also create stable demand for domestically produced pulses.
Customise farm equipment for pulses
- Farm equipment should be customised for pulse crops to reduce labour dependence and improve efficiency.
  - Mechanisation support is needed for sowing, harvesting, threshing, spraying and post-harvest handling.
Provide input incentive packages
- Farmers growing pulses should receive support for high-quality seeds and seed treatment kits. Since pulses provide ecological services through nitrogen fixation, part of this ecological value can be used to incentivise farmers.
Reduce post-harvest losses and promote value addition
- Better storage, processing, grading and value addition can increase actual availability of pulses and improve farmer income.
  - Grading, drying, warehousing and dal milling infrastructure should be developed near production centres. FPOs can help in aggregation and value addition.

Pulses are vital for both nutritional security and sustainable agriculture, but India’s self-sufficiency has been constrained by low productivity, rainfed cultivation, weak procurement, price volatility, poor seed systems and competition from better-supported crops.
