Micro, Small and Medium Enterprises (MSMEs) form the backbone of the Indian economy, supporting millions of livelihoods and businesses across the country. Their role in creating jobs, promoting entrepreneurship, boosting exports and spreading industrial growth across regions makes them an important engine of India’s economic growth.

The Micro, Small, and Medium Enterprises (MSME) sector is regarded as the ‘growth engine' of the Indian economy due to several critical reasons:

  • Employment Generation: MSMEs are significant employers in India, providing jobs to a large portion of the population, especially in rural and semi-urban areas. They are labor-intensive and offer employment opportunities at a lower capital cost compared to large industries, thus helping in addressing the unemployment issue.
  • Contribution to GDP: The MSME sector contributes substantially to India’s Gross Domestic Product (GDP). It accounts for a significant portion of the industrial output and economic activity in the country, driving overall economic growth.
  • Export Contribution: MSMEs play a crucial role in boosting India’s export performance. They contribute a significant share to the country’s total exports, particularly in sectors such as textiles, handicrafts, and engineering goods, helping India earn valuable foreign exchange.
  • Balanced Regional Development: MSMEs help in promoting balanced regional development by setting up industries in backward and rural areas, thereby reducing regional disparities. This leads to inclusive growth and development across the country.
  • Innovation and Flexibility: MSMEs are often more innovative and adaptable than larger enterprises. They can quickly respond to changes in market demand and consumer preferences, fostering innovation and entrepreneurship. Their flexibility allows them to explore new markets and products efficiently.
  • Support for Large Industries: MSMEs act as ancillary units to large industries, providing them with various inputs such as raw materials, components, and services. This interdependence strengthens the overall industrial ecosystem and enhances productivity and competitiveness.
  • Diverse Industrial Base: The MSME sector encompasses a wide range of industries, from traditional crafts to modern manufacturing, thus diversifying the industrial base of the economy. This diversity helps in reducing economic vulnerabilities and promoting sustainable growth.
  • Inclusive Growth: MSMEs play a vital role in promoting inclusive growth by empowering marginalized sections of society, including women, Scheduled Castes, Scheduled Tribes, and other disadvantaged groups, through employment and entrepreneurial opportunities.

With a vast network of about 63.38 million enterprises, the MSME sector contributes to about 45% of manufacturing output, more than 40% of exports and over 28% of GDP. Besides, MSMEs create employment for about 111 million people.

Key Reforms

  • Access to Finance:
    • Simplified Credit Access: Simplify the process of accessing credit, reduce collateral requirements, and improve credit flow through alternative financing mechanisms like peer-to-peer lending and crowdfunding.
    • Credit Guarantee Schemes: Strengthen existing credit guarantee schemes to reduce the risk for lenders and encourage them to provide more loans to MSMEs.
    • Development Finance Institutions: Establish dedicated development finance institutions focused on providing long-term financing for MSMEs.
  • Regulatory Simplification:
    • Single Window System: Implement a single-window clearance system to streamline the process of setting up and running an MSME, reducing the regulatory burden.
    • Ease of Compliance: Simplify compliance requirements and reduce the frequency of inspections, making it easier for MSMEs to comply with regulations without disrupting their operations.
  • Market Access and Competitiveness:
    • E-commerce Platforms: Promote the use of e-commerce platforms to enable MSMEs to reach wider markets, both domestically and internationally.
    • Export Facilitation: Provide support for MSMEs to enter export markets, including trade facilitation measures, export credit, and marketing assistance.
  • Infrastructure Development:
    • Industrial Clusters: Develop and strengthen industrial clusters to provide MSMEs with shared infrastructure, such as testing facilities, common effluent treatment plants, and storage facilities.
    • Digital Infrastructure: Enhance digital infrastructure to ensure MSMEs can leverage digital tools for business operations, marketing, and customer engagement.
  • Skill Development and Innovation:
    • Skill Training Programs: Expand and improve skill development programs to equip the MSME workforce with the necessary skills and knowledge to enhance productivity and innovation.
    • Innovation Support: Establish innovation hubs and provide grants or incentives for MSMEs to invest in research and development.
  • Technology Adoption:
    • Technology Upgradation: Facilitate technology upgradation through subsidies, low-interest loans, or grants, helping MSMEs adopt modern technologies to improve efficiency and productivity.
    • Digital Literacy: Promote digital literacy among MSMEs to ensure they can effectively use technology for business operations and growth.
  • Legal and Dispute Resolution:
    • Simplified Legal Processes: Simplify legal processes related to business operations and dispute resolution, reducing the time and cost associated with legal proceedings.
    • Alternate Dispute Resolution: Promote alternate dispute resolution mechanisms, such as arbitration and mediation, to resolve disputes efficiently and cost-effectively.
  • Policy Stability and Governance:
    • Stable Policy Environment: Ensure a stable policy environment with clear, predictable, and consistent policies that support long-term planning and investment for MSMEs.
    • Strengthening Governance: Improve the governance framework for MSMEs by enhancing transparency, accountability, and coordination among various government agencies and stakeholders.
  • Social Security and Welfare:
    • Welfare Schemes: Extend social security and welfare schemes to MSME workers, ensuring their well-being and reducing workforce turnover.
    • Health and Safety: Implement health and safety regulations and support MSMEs in providing a safe working environment for their employees.

Report of the Expert Committee on Micro, Small and Medium Enterprises (UK Sinha Committee report)

  • Addressing the cumbersome registration process and promoting use of Unique Enterprise Identifier (UEI) like PAN for purposes like procurement, availing government sponsored benefits, etc.
  • Establishing Enterprise Development Centers (EDCs) in each district for capacity building of entrepreneurs.
  • MSME clusters should collaborate with companies having innovation infrastructure, R&D institutions and universities.
  • Considering their vulnerability and size, insolvency code / delegated legislation should provide for out-of-court assistance such as mediation, debt counseling etc. to MSMEs.
  • Creation of a Digital Public Infrastructure to reduce loan-operating costs significantly and also address information asymmetry that improves credit access.
  • Creation of a National Council for MSMEs to facilitate coherent policy outlook and uniform monitoring.
  • The MSMED Act, 2006 should be amended and its focus should be towards market facilitation and ease of doing business.

Conclusion

MSMEs combine employment intensity, entrepreneurship, regional dispersal and linkages with larger value chains, making them central to India’s growth process. Moving from merely protecting small enterprises to improving their productivity, formalisation, access to finance, technology and markets can enable MSMEs to become globally competitive growth drivers.
