Cabinet Committee on Investment and Growth

Introduction

The Cabinet Committee on Investment and Growth (CCIG) was constituted to accelerate economic growth by facilitating investments, especially in key infrastructure sectors. It aimed to address delays in project clearances and improve the overall investment climate in India.

Legal Basis

  • It is an extra-constitutional body.
  • It is constituted under the Government of India (Transaction of Business) Rules, 1961, framed under Article 77 of the Constitution.
  • Functions as a sub-committee of the Union Cabinet.

Composition

  • Chairperson: Prime Minister of India.

Key Functions

(i) to consider measures to promote investment and growth; 

(ii) to consider sector specific reforms and other measures aimed at export promotion, import substitution, accelerating capital inflows, etc.; 

(iii) to consider various measures for improving Ease of Doing Business including rationalization and simplification of rules and regulations, etc.; 

(iv) to consider measures to fast-track requisite approvals and implementation of key ongoing as well as new projects; and 

(v) to consider any other matter relating to boosting investment and growth.

Note:

  • To address the twin problems of sluggish economic growth and rising unemployment, the government had constituted two Cabinet committees in 2019.
