Changes in Cropping Pattern in India

Cropping pattern refers to the proportion of area under different crops at a given point of time. It shows what crops farmers grow and how land is distributed among cereals, pulses, oilseeds, commercial crops, horticulture and fodder crops.

In India, cropping pattern has changed significantly due to irrigation expansion, Green Revolution, market demand, MSP policy, climate change, technology, urbanisation and changing food habits.

Major Changes in Cropping Pattern in India

  • Increase in rice and wheat dominance 
    • After the Green Revolution, rice and wheat expanded rapidly, especially in Punjab, Haryana, western Uttar Pradesh, Andhra Pradesh and parts of Tamil Nadu.
    • Assured irrigation, HYV seeds, fertilisers, procurement and MSP support encouraged farmers to grow rice and wheat repeatedly.
  • Decline in coarse cereals
    • Traditional coarse cereals like jowar, bajra, ragi and small millets declined in many regions because farmers shifted towards rice, wheat and cash crops.
    • This happened due to changing consumption patterns, weak procurement support and lower market incentives.
    • However, millets are again gaining attention because of their nutritional value, climate resilience and low water requirement.
  • Diversification towards horticulture
    • There has been growing importance of fruits, vegetables, flowers, spices, plantation crops and medicinal plants.
    • This change is linked to rising income, urbanisation, dietary diversification, export demand, cold chain development and food processing opportunities.
  • Increase in area under commercial crops
    • The share of land under commercial crops such as cotton, sugarcane, oilseeds, spices and plantation crops has increased in many regions. Farmers shifted towards these crops because of higher market value, industrial demand and export potential.
  • Decline in area under pulses in many regions
    • In several irrigated and agriculturally advanced regions, pulses lost area to rice, wheat, sugarcane and other commercial crops. This affected protein security and increased dependence on imports, though recent policy focus has tried to revive pulses cultivation.
  • Rise of oilseeds in dryland and semi-arid regions
    • Area under oilseeds such as mustard, soybean, groundnut and sunflower increased in some regions due to rising edible oil demand and policy support. However, oilseed cultivation still faces yield and price-related challenges.
  • Decline in Area under Fibres
  • Area under jute declined significantly due to rise of synthetic substitutes, weak market support, and poor price realisation — once a major commercial crop of West Bengal and Assam 
  • Cotton area, however, generally increased

Factors Responsible for Changes in Cropping Pattern

  • Green Revolution technology
    • The introduction of HYV seeds, chemical fertilisers, pesticides, assured irrigation and farm mechanisation made rice and wheat more profitable than many traditional crops. As a result, farmers in Punjab, Haryana and western Uttar Pradesh shifted large areas towards the rice-wheat cropping system.
  • MSP and assured procurement
    • Government procurement has been stronger for rice and wheat compared to pulses, oilseeds and millets. This created income security for farmers and encouraged them to allocate more land to paddy and wheat, even in regions where these crops are not ecologically suitable.

  • Expansion of irrigation
    • With the spread of canals, tube wells and electric pumps, farmers moved from rainfed crops like millets towards water-intensive crops such as paddy, sugarcane and wheat.
  • Rising demand for commercial crops
    • Growth of textile, sugar, edible oil, spice, beverage and food processing industries increased demand for crops like cotton, sugarcane, oilseeds, tea, coffee, spices, fruits and vegetables. This encouraged farmers to shift from subsistence food crops to market-oriented commercial crops.
  • Changing food habits and urban demand
    • Urbanisation, rising incomes and dietary diversification increased demand for fruits, vegetables, milk, processed foods, edible oils and protein-rich foods. This pushed many farmers towards horticulture, fodder crops, oilseeds and other high-value crops.
  • Price incentives and profitability
    • Farmers generally shift land towards crops that provide better returns. If cotton, sugarcane, vegetables, spices or fruits offer higher profit than cereals or pulses, farmers tend to increase area under those crops.
  • Growth of food processing and export markets
    • Processing industries and export opportunities encouraged area expansion under crops like mango, grapes, spices, basmati rice, marine-linked feed crops, tea, coffee, fruits and vegetables. Farmers shifted towards crops that had better value addition and export potential.
  • Policy support for selected crops
    • Subsidies on power, fertilisers, irrigation, credit and procurement indirectly favoured some crops over others. For example, cheap electricity encouraged groundwater-based paddy cultivation in Punjab, while sugarcane pricing and strong sugar mill linkages encouraged sugarcane expansion in Maharashtra and Uttar Pradesh.

Concerns arising from Changing Cropping Pattern

  • Water stress
    • Expansion of paddy and sugarcane in water-scarce regions causes groundwater depletion and pressure on irrigation systems.
  • Decline of traditional crops
    • Millets, pulses and local varieties declined in many areas, affecting nutrition, biodiversity and climate resilience.
    • Nutritional imbalance 
      • Decline of millets and pulses reduces dietary diversity and micronutrients in staple diets 
    • Biodiversity loss 
      • Monoculture dominance leads to extinction of traditional crop varieties and landraces 
  • Ecological damage 
    • Rice-wheat monoculture causing soil degradation, waterlogging, salinisation in Punjab-Haryana 
  • Market risk
    • Commercial and horticulture crops are vulnerable to price crashes, perishability and lack of storage.
      • Farmer distress — cash crop dependence (cotton, sugarcane) exposes farmers to market volatility and price crashes 
  • Food security concerns
    • Excessive shift from foodgrains to cash crops may affect food security if not balanced properly.

Way Forward

  • Promote agro-climatic crop planning
    • Cropping pattern should be aligned with soil, rainfall, water availability and local ecology.
    • Water-intensive crops should be discouraged in water-stressed regions.
    • Water-based crop planning — district-level cropping pattern advisory based on groundwater availability (aquifer mapping)
  • Reform MSP and procurement
    • Procurement support should gradually expand to pulses, oilseeds and millets.
    • This will reduce excessive dependence on paddy and wheat.
  • Diversify beyond rice and wheat
    • Farmers should be encouraged to grow pulses, oilseeds, millets, horticulture and fodder crops.
    • This will improve nutrition, sustainability and income.
    • Promote millets and climate-resilient crops
      • Millets should be promoted through procurement, processing, branding, school meals, PDS and consumer awareness.
    • They are suitable for dry regions and require less water.
  • Encourage crop rotation 
    • Crop rotation with pulses, oilseeds and fodder crops can improve soil health and reduce pest pressure.
  • Use technology and advisories
    • Weather-based advisories, soil health cards, remote sensing, digital platforms and AI-based crop planning can guide farmers towards suitable crops.
  • Support horticulture with infrastructure
    • Cold storage, refrigerated transport, grading, packaging, processing and market linkages are necessary for horticulture-led diversification.
  • Promote value addition
    • Processing and value addition should be promoted for fruits, vegetables, millets, pulses and oilseeds so that farmers get reliable markets beyond raw produce. This will encourage crop diversification, reduce post-harvest losses, improve farmer income and make the shift away from water-intensive crops more economically attractive. 
    • For example, millet-based processed foods can create demand for millets, while pulse processing and oilseed processing can encourage farmers to allocate more area to these crops. 
  • Promote climate-resilient crops — drought-tolerant pulses, millets, and oilseeds for rainfed regions
  • Contract farming and FPO linkages — to provide assured markets for diversified, non-MSP crops

Changes in cropping pattern in India reflect the combined influence of technology, policy, markets, irrigation and climate. While diversification towards commercial and high-value crops can improve income and value addition, excessive concentration on water-intensive crops has created ecological stress. Therefore, India needs a balanced cropping pattern that supports farmer income, food security, nutritional security and environmental sustainability.
