A body of 299 members, drawn from British Indian provinces and princely states through indirect election by the existing provincial legislative assemblies, deliberated for two years, eleven months, and seventeen days to produce a Constitution that has governed the world’s largest democracy for over seven decades. The Constituent Assembly’s significance lies not merely in the document it produced but in the manner of its working — serious, deliberative, inclusive of diverse perspectives, and committed to a democratic constitutional vision that transcended the enormous political, social, and communal pressures it operated under.
The Constituent Assembly performed the extraordinary task of building a democratic constitutional order amid Partition, social inequality and administrative uncertainty. Although it was indirectly elected and socially underrepresentative, its deliberative functioning, accommodation of diversity and commitment to universal adult franchise gave it substantial democratic legitimacy. Its enduring contribution lies in transforming India from a colonial territory into a sovereign republic committed to liberty, equality, social justice and constitutional government.
