Genetically modified (GM) Crops: Need, Benefits, Concerns and Way Forward

GM crops are crops whose genetic material is modified using biotechnology to introduce desirable traits such as pest resistance, drought tolerance, higher yield or better nutrition. They are important in the context of rising population, climate change, pest attacks and the need for food and nutritional security. For India, GM crops may help reduce crop losses, improve farmer income and support agricultural resilience. However, they also raise concerns related to biosafety, biodiversity, seed sovereignty, corporate control and consumer choice.

  • Bt brinjal: developed to resist fruit and shoot borer.

Need / Significance of GM Crops

  • Food Security
    • India has a large and growing population, limited cultivable land and rising pressure on food systems.
    • GM crops can help improve crop productivity and reduce losses caused by pests, diseases and climatic stress.
  • Pest Resistance
    • Crops like Bt cotton are designed to resist specific insect pests.
    • This can reduce crop damage and lower the need for repeated pesticide spraying.
  • Reduced Chemical Use
    • Pest-resistant GM crops may reduce the use of chemical insecticides.
    • This can lower cultivation cost, reduce environmental pollution and improve farmer health.
  • Climate Resilience
    • GM technology can help develop crops tolerant to drought, salinity, heat and floods.
    • This is important for India because climate change is increasing the frequency of extreme weather events.
  • Nutritional Security
    • Biofortified GM crops can be developed to improve nutritional content.
    • For example, crops can be modified to contain higher vitamins, minerals, protein or healthier oils.
    • This can help address hidden hunger and micronutrient deficiency.
  • Higher Farmer Income
    • If GM crops reduce pest damage, pesticide cost and crop loss, they may increase farmer income.
  • Reducing Import Dependence
    • GM oilseeds, pulses and other crops may help India reduce dependence on imported edible oils and agricultural commodities.
  • Better Post-Harvest Traits
    • GM crops can be developed for longer shelf life, delayed ripening and reduced spoilage.
    • This can reduce food wastage, especially in fruits and vegetables.
  • Lower greenhouse gas emissions — HT crops enable no-till farming (reduced ploughing), cutting fuel use and soil carbon loss.

Concerns / Challenges Associated with GM Crops

  • Environmental Risks
    • There are concerns that GM crops may affect non-target organisms, soil microbes, pollinators and biodiversity.
    • Gene flow from GM crops to wild relatives or non-GM crops may also create ecological concerns.
      • Soil and microbiome impact — Bt toxins expressed by plants may persist in soil, potentially affecting non-target soil organisms. Long-term microbiome effects under study. 
      • GM genes can transfer to wild relatives via cross-pollination, potentially creating “superweeds” or disrupting native ecosystems. Particularly risky for crops with wild relatives in India (mustard, brinjal, rice). 
  • Pest Resistance
    • Over time, target pests may develop resistance to GM traits.
  • Herbicide Overuse
    • Herbicide-tolerant GM crops may encourage excessive use of herbicides.
    • This can lead to herbicide-resistant weeds, soil and water contamination, and loss of farm biodiversity.
  • Impact on Biodiversity
    • Large-scale cultivation of a few GM varieties may reduce seed diversity and traditional crop varieties.
    • This can weaken agro-biodiversity, which is important for long-term resilience.
  • Health Concerns
    • Critics raise concerns about allergenicity, toxicity and long-term health impacts.
  • Corporate Control over Seeds
    • GM seeds are often developed and sold by large seed companies.
    • This may increase farmer dependence on private seed firms and raise concerns over seed pricing, patents and technology fees.
      • Corporate monopoly and seed sovereignty — MNC seed companies (Monsanto/Bayer, Syngenta) hold patents on GM seeds. Farmers become dependent on proprietary seeds each season — threatens seed sovereignty and farmer autonomy. 
  • Farmer Autonomy
    • If farmers cannot save or reuse GM seeds due to intellectual property restrictions or hybrid seed systems, their autonomy may be reduced.
    • Socioeconomic risks for small farmers — Higher seed costs, trait fees, and contract conditions can disadvantage marginal farmers who lack bargaining power. 
  • Ethical Issues
    • GM crops raise ethical questions about human intervention in nature, control over food systems, consumer choice and labelling.
    • Precautionary principle vs. right to food — Should uncertainty about risks justify blocking technology that could feed millions?  
    • Intergenerational justice — Releasing self-reproducing organisms that cannot be recalled poses irreversible risks to future generations — an intergenerational ethics issue. 
    • People may want the right to know whether food contains GM ingredients.
  • Labelling and consumer choice — India has no mandatory GM food labelling law; consumers cannot make informed choices. Violates the right to information principle. 
  • Regulatory Trust Deficit
    • Public trust depends on transparent regulation.
    • If safety data, approval processes and field trial results are not publicly explained, suspicion and opposition increase.
  • Trade and Export Issues
    • Some countries and consumers are cautious about GM food.
    • If GM and non-GM supply chains are not separated properly, exports may face rejection in sensitive markets.

Way Forward

  • Science-Based Regulation
    • GM crop approvals should be based on rigorous, independent and transparent scientific assessment.
    • Political pressure, corporate pressure and fear-based opposition should not replace evidence-based decision-making.
  • National GM Crop Policy
    • India needs a clear national policy on GM crops covering research, field trials, approval, labelling, liability, monitoring, farmer rights and consumer choice.
    • This will reduce uncertainty and improve trust.
  • Legal Reforms
    • Enact a standalone Biotechnology Regulatory Authority of India (BRAI) Act — Replace piecemeal 1989 Rules with a transparent, time-bound, science-based regulatory law with independent oversight. 
  • Case-by-Case Approval
    • All GM crops should not be accepted or rejected as one category.
    • Each crop and trait should be assessed separately based on its need, risk, benefit and ecological context.
  • Strong Biosafety Testing
    • Health safety, environmental impact, gene flow, allergenicity, toxicity, pollinator impact and long-term ecological effects should be assessed carefully.
    • Independent public research institutions should play a strong role.
  • Post-Release Monitoring
    • Approval should not end with commercial release.
    • There must be long-term monitoring of pest resistance, biodiversity impact, pesticide use, farmer income and ecological effects.
  • Protect Farmer Rights
    • Farmers should not become overly dependent on expensive seeds or monopolistic companies.
    • Seed pricing, technology fees, liability rules and access to public-sector GM varieties should be regulated.
    • Protect seed sovereignty — Strengthen Protection of Plant Varieties and Farmers’ Rights Act (PPV&FR Act, 2001) to prevent corporate over-reach and ensure farmers retain seed-saving rights. 
  • Public Sector Research
    • India should promote GM research through public institutions like ICAR, agricultural universities and public biotechnology labs.
    • This can reduce dependence on multinational corporations.
  • Transparent Public Consultation
    • Farmers, scientists, state governments, consumers, environmental groups and civil society should be consulted.
    • This is especially important for food crops.
  • Labelling and Consumer Choice
    • GM food products should be properly labelled where applicable.
    • Consumers should have the right to make informed choices.
  • Coexistence Mechanism
    • Rules should ensure coexistence of GM, non-GM and organic agriculture.
    • Buffer zones, segregation, traceability and supply-chain management are necessary.
  • Focus on Need-Based GM Crops
    • Priority should be given to crops that address public needs such as climate resilience, nutrition, pest resistance, pulses, oilseeds and crops important for small farmers.
  • Integrate with Agroecology
    • GM crops should not replace sustainable farming practices.
    • They should be combined with crop rotation, integrated pest management, soil health improvement, water conservation and biodiversity protection.

GM crops represent both an opportunity and a challenge for Indian agriculture. They can support food security, nutritional security, climate resilience, farmer income and scientific innovation. At the same time, they raise concerns related to biosafety, biodiversity, seed sovereignty, corporate control and public trust. Therefore, India should neither blindly promote nor completely reject GM crops. A balanced, science-based, transparent and farmer-centric regulatory framework is needed to use biotechnology safely and responsibly.
