ToggleThe Inter-State Council represents one of India’s most constitutionally significant yet institutionally underperforming federal coordination mechanisms — a body explicitly envisaged by the Constitution to ensure cooperative federal governance yet reduced in practice to an infrequently convened ceremonial forum that meets at long intervals, produces recommendations that governments rarely implement, and exercises none of the substantive policy influence that its constitutional mandate suggests it should.
The Inter-State Council is an important constitutional mechanism for strengthening cooperative federalism. However, its potential remains underused due to irregular meetings, advisory status and weak follow-up. Revitalising the ISC can help India manage Centre–State tensions, promote policy coordination and strengthen the federal spirit of the Constitution.
