Quadrilateral Security Dialogue (QUAD)

Quad brings together four countries – India, Australia, Japan, and the United States, with a commitment to work as a force for global good and to support an open, free, and inclusive Indo-Pacific that is prosperous and resilient. It is focused on delivering outcomes for the Indo-Pacific, in response to the region’s priorities and most pressing challenges. Quad countries are working together to strengthen maritime and transnational security, promote economic security and prosperity, harness critical and emerging technologies, strengthen cyber security, and bolster our ability to respond to regional emergencies.

Members: Australia, India, Japan, and the U.S

Nature: An informal strategic partnership and an alliance of maritime democracies.

Key Summits: Annual Quad Leaders’ Summits and Foreign Ministers’ Meetings.

Origin

  • Quad came together during the 2004 tsunami in the Indian Ocean region to coordinate response and assistance to countries in the region. 
  • The first meeting of Quad officials took place on the sidelines of the ASEAN Regional Forum summit in the Philippines in May 2007. 
  • After a gap of 10 years, Quad officials met in Manila in November 2017 on the margins of the East Asia Summit for consultations on connectivity issues; maritime security and counter-terrorism; shared principles for a Free and Open Indo-Pacific; and proliferation threats in Asia. 
  • The Quad leaders held their first formal summit in 2021 and met again virtually in March.

Explained

Formally the Quadrilateral Security Dialogue, the Quad began as a loose partnership after the devastating 2004 Indian Ocean tsunami, when the four countries joined together to provide humanitarian and disaster assistance to the affected region. It was formalised by former Japanese Prime Minister Shinzo Abe in 2007, but then fell dormant for nearly a decade, particularly amid Australian concerns that its participation in the group would irritate China.

The group was resurrected in 2017, reflecting changing attitudes in the region toward China’s growing influence.

Focus Areas

Quad focuses on contemporary issues and challenges such as health security, climate change, critical and emerging technologies, infrastructure and debt sustainability, cyber security, humanitarian assistance and disaster relief, and strengthening the maritime domain awareness of regional countries.

Quad Meetings and Processes

  • Quad partners engage regularly through Leaders, Foreign Ministers, Sherpas, senior officials, and experts. 
  • Quad Leaders’ Summits and Foreign Ministers’ Meetings are held on an annual basis.
    • Quad Leaders’ Summits are built on the foundation of Quad Foreign Minister engagement. 
      • Quad Foreign Ministers exchange views on regional strategic challenges, and deepen habits of cooperation in areas of shared priority focused on the Indo-Pacific.
    • In addition to Foreign Minister-level engagements, Quad senior officials regularly meet to exchange strategic assessments and progress practical cooperation led by Foreign Ministers.

Governance Structure

  • The QUAD is an informal grouping and not a treaty-based organization
  • It does not have a binding charter like NATO or the UN.
  • The grouping has no permanent secretariat or headquarters

Major Initiatives

  • Quad Health Security Partnership
    • At the 2023 Leaders’ Summit, the Leaders decided to evolve the former Quad Vaccine Partnership into a more comprehensive Health Security Partnership to promote coordination and collaboration between Quad countries and partners in the Indo-Pacific to strengthen regional and global health security.
    • It aims  to strengthen coordination and collaboration in support of health security in the Indo-Pacific. 
  • Quad Cancer Moonshot
    • The Quad launched the historic Quad Cancer Moonshot, a collective effort to leverage public and private resources to reduce the number of lives lost to cancer in the Indo-Pacific, with an initial focus on cervical cancer.
    • The Quad Cancer Moonshot will serve to strengthen the overall cancer care ecosystem in the Indo-Pacific by improving health infrastructure, expanding research collaborations, building data systems, and providing greater support for cancer prevention, detection, treatment, and care.
  • Indo-Pacific Partnership for Maritime Domain Awareness and Maritime Training
    • Quad Leaders launched the Indo-Pacific Partnership for Maritime Domain Awareness (IPMDA) at the 2022 Quad Leaders’ Summit in Tokyo. 
    • This initiative provides partners with near-real-time, cost-effective, cutting-edge radio frequency data, enabling them to better monitor their waters; counter illegal, unreported, and unregulated fishing; respond to climate change and natural disasters; and enforce their laws within their waters.
  • Quad Infrastructure Fellows
    • The Quad Infrastructure Fellowship was announced at the 2023 Quad Leaders’ Summit to improve capacity and deepen professional networks across the region to design, manage, and attract investment in infrastructure projects
  • Quad Partnership for Cable Connectivity and Resilience
    • Through this, Quad partners support and strengthen quality undersea cable networks in the Indo-Pacific, the capacity, durability, and reliability of which are inextricably linked to the security and prosperity of the region and the world.
  • The Quad Investors Network
    • The Quad Investors Network (QUIN) is a nonprofit initiative launched at the 2023 Quad Leaders’ Summit. 
    • The QUIN aims to accelerate investments in critical and emerging technologies across the Indo-Pacific region, bringing together investors, entrepreneurs, technologists, and public institutions from the Quad countries to support innovation that aligns with the Quad’s shared values and promotes economic growth, resilience, and regional stability.
  • Quad Clean Energy Supply Chain Diversification Program 
    • It aims to support the development of secure and diversified clean energy supply chains in the Indo-Pacific region
  • QUAD Fellowship Program 
    • Announced at the Tokyo Summit 2022, this program supports 100 students annually from QUAD countries to pursue STEM (Science, Technology, Engineering, Mathematics) graduate studies in the US.
  • Critical and Emerging Technologies Working Group
    • Established to promote cooperation in 5G, artificial intelligence (AI), semiconductors, space, and cybersecurity.
    • Aims to create resilient technology supply chains and standards based on trust and transparency.
  • Quad Ports of the Future Partnership
    • The Quad Ports of the Future Partnership will harness the Quad’s expertise to support sustainable and resilient port infrastructure development across the Indo-Pacific, in collaboration with regional partners.
    • Through this new partnership, Quad partners intend to coordinate, exchange information, share best practices with partners in the region, and leverage resources to mobilize government and private sector investments in quality port infrastructure across the Indo-Pacific region.
    • In 2025, Quad partners intend to hold the inaugural Regional Ports and Transportation Conference, hosted by India in Mumbai.

QUAD Plus

  • The QUAD Plus refers to the idea of expanding the Quadrilateral Security Dialogue (QUAD) beyond its four core members – India, the United States, Japan, and Australia – by engaging with additional like-minded countries.
  • Origin:
    • The concept of QUAD Plus gained momentum in 2020 during the COVID-19 pandemic, when QUAD countries held virtual meetings with New Zealand, South Korea, and Vietnam to coordinate pandemic response.
