Vulnerability

Vulnerability means the characteristics of a person, group of persons (community) or their resources (property, infrastructure, environment or ecosystems) and the concerned situation that influences their capacity to anticipate, cope with, resist and recover from the impact of a natural or anthropogenic hazard. 

It involves a combination of factors that determine the degree to which someone’s life, livelihood, property, ecosystems and other assets are put at risk by a discrete and identifiable event in nature and society. Social vulnerability enumerates upon the fact that in our society some groups are more prone to damage and losses in context to different hazards. 

The vulnerability could be divided into four types, viz: 

  • Physical vulnerability 
    • Physical vulnerability includes the risk to the tangible things having physical structure or configuration, such as infrastructure, amenities, houses, buildings, bridges, and other assets which can be directly hit by a hazard event. For example, in case of an earthquake, old and structurally weak buildings are vulnerable to damage or collapse. 
  • Environmental vulnerability 
    • Environmental vulnerability represents the risk to land and landscape, land-use, existing ecological settings including natural resources and ecosystem services, and thereby, also referred to as underlying causes of socio-economic vulnerability. For example, urban activities on the coastline of cities like Mumbai make the mangrove vegetation cover recede. This environmental vulnerability increases the chances and impact of urban flooding and causes further socio-economic vulnerability in urban coastal communities and slum areas. 
  • Socio-economic vulnerability 
    • Social vulnerability means the threat to life and livelihood based on factors like caste, ethnicity, age, gender, ability, health status, etc due to a hazard. Key variables explaining the variation of impact include class, occupation, caste, ethnicity, gender, disability and health status, age and immigration state and social networks. 
  • Systemic vulnerability 
    • Systemic vulnerability represents the state of intactness in the governance and administration against the risk of disaster incidents. This includes management and inter-relationship between different levels of governments, and within and among organizations, agencies and, thus, represents the effectiveness of coordination even during a disaster situation

Importance of Vulnerability Assessment for Pre-Disaster Management

  • Identifies High-Risk Areas
    • Vulnerability assessment helps identify areas that are more likely to suffer damage during disasters.
    • For example:
      • Floodplains vulnerable to floods
      • Coastal low-lying areas vulnerable to cyclones and storm surges
      • Hill slopes vulnerable to landslides
      • Seismic zones vulnerable to earthquakes
      • Urban low-lying areas vulnerable to waterlogging
    • This helps authorities plan before the disaster occurs.
  • Helps in Risk-Based Planning
    • Pre-disaster management should not be based on guesswork.
    • Vulnerability assessment provides scientific information for disaster planning.
    • It helps in preparing:
      • District disaster management plans
      • City disaster management plans
      • Evacuation plans
      • Land-use plans
      • Emergency response plans
      • Mitigation projects
  • Protects Vulnerable Groups
    • Disasters affect vulnerable groups more severely.
    • Vulnerability assessment helps identify groups such as:
      • Poor households
      • Women
      • Children
      • Elderly persons
      • Persons with disabilities
      • Migrants
      • Slum dwellers
      • Fisherfolk
      • Small farmers
      • Tribal communities
    • Once identified, special arrangements can be made for their evacuation, shelter, relief and rehabilitation.
  • Supports Early Warning and Evacuation Planning
    • Vulnerability assessment helps decide which areas should receive priority warnings and evacuation support.
    • For example, in cyclone-prone coastal areas, low-lying villages and fisherfolk settlements can be identified in advance.
    • This ensures timely evacuation and reduces loss of life.
  • Helps in Resource Allocation
    • Government resources are limited.
    • Vulnerability assessment helps direct funds, equipment and personnel to the most vulnerable areas.
    • It helps decide where to build:
      • Cyclone shelters
      • Flood shelters
      • Retaining walls
      • Drainage systems
      • Earthquake-resistant schools
      • Emergency health centres
    • Thus, it improves the efficiency of disaster management.
  • Reduces Loss of Life and Property
    • By identifying vulnerable locations and populations before disaster strikes, authorities can take preventive measures.
    • This reduces casualties, injuries, displacement and damage to houses, crops, livestock and infrastructure.
  • Helps in Structural Mitigation
    • Vulnerability assessment guides structural measures such as:
      • Embankments
      • Stormwater drains
      • Slope stabilisation
      • Retrofitting buildings
      • Cyclone shelters
      • Flood shelters
      • Seawalls
      • Earthquake-resistant construction
    • These measures are more effective when based on actual vulnerability.
  • Helps in Non-Structural Mitigation
    • It also supports non-structural measures such as:
      • Land-use regulation
      • Floodplain zoning
      • Public awareness
      • Insurance
      • Community preparedness
      • Mock drills
    • This makes disaster management more preventive and less reactive.
  • Improves Disaster Response Planning
    • Pre-disaster vulnerability assessment helps authorities prepare for response in advance.
    • It helps identify:

      • Transport needs
      • Communication gaps
      • Critical infrastructure at risk
    • This makes emergency response faster and better organised.
  • Supports Climate Change Adaptation
    • Climate change is increasing risks from floods, heatwaves, cyclones, droughts and extreme rainfall.
    • Vulnerability assessment helps understand how climate risks affect different regions and communities.
    • This supports climate-resilient planning.
  • Protects Critical Infrastructure
    • Hospitals, schools, roads, bridges, power lines, water supply systems and communication networks are essential during disasters.
    • Vulnerability assessment identifies which critical infrastructure is exposed to hazards.
    • This allows retrofitting, strengthening and contingency planning before disaster occurs.

Gaps in Vulnerability Assessment in India

  • Lack of Granular Local-Level Data
    • Vulnerability assessment often remains broad and general.
    • Many assessments are prepared at the state or district level, but disaster vulnerability varies at the village, ward, street and household level.
    • Without micro-level data, it becomes difficult to identify exact vulnerable households, unsafe buildings, blocked drains, weak embankments, landslide-prone slopes or flood-prone settlements.
  • Poor Integration of Hazard and Vulnerability Data
    • In many cases, hazard maps are prepared separately, while socio-economic vulnerability data is kept separately.
    • For effective disaster planning, both must be integrated.
    • For example, knowing that an area is flood-prone is not enough; authorities must also know who lives there, whether they are poor, elderly, disabled, dependent on daily wages, living in weak houses or lacking evacuation access.
  • Outdated Risk Maps
    • Many flood, landslide, cyclone and earthquake vulnerability maps are not updated regularly.
    • However, disaster risk changes due to new construction, urban expansion, deforestation, climate change, river course changes, dam projects and infrastructure development.
    • Outdated maps lead to outdated preparedness.
  • Weak Use of Vulnerability Assessment in Planning
    • Even where vulnerability assessments are available, they are not always used in land-use planning, master plans, infrastructure design, housing approvals and disaster management plans.
    • As a result, settlements, roads, hotels, industries and public infrastructure continue to come up in floodplains, wetlands, coastal zones, unstable slopes and seismic zones.
  • Limited Multi-Hazard Assessment
    • Many vulnerability assessments focus on one hazard at a time.
    • But in reality, disasters are often interconnected.
    • For example, an earthquake may trigger landslides, a cyclone may cause storm surge and urban flooding, heavy rainfall may trigger landslides and flash floods, and drought may increase heat and water stress.
    • India needs more multi-hazard vulnerability assessment.
  • Inadequate Social Vulnerability Mapping
    • Disaster vulnerability is not only physical; it is also social.
    • Many assessments do not properly capture the vulnerability of women, children, elderly persons, persons with disabilities, migrants, slum dwellers, tribal communities, fisherfolk, small farmers and daily wage workers.
    • This weakens inclusive evacuation, relief and rehabilitation planning.
  • Poor Assessment of Critical Infrastructure
    • Hospitals, schools, bridges, power stations, water supply systems, communication networks, police stations and emergency shelters are not always assessed for disaster vulnerability.
    • Therefore, lifeline infrastructure vulnerability assessment remains a major gap.
  • Weak Urban Vulnerability Assessment
    • Urban areas face risks from flooding, heatwaves, fire, building collapse, epidemics and infrastructure failure.
    • However, city-level vulnerability assessments often ignore drainage capacity, encroached water bodies, informal settlements, basements, underpasses, traffic bottlenecks, solid waste blockage and old buildings.
    • This makes urban disaster preparedness weak.
  • Poor Community Participation
    • Vulnerability assessment is often done as a technical exercise by experts and officials.
    • Local communities are not always involved.
    • This is a gap because people know local risks better, such as recurring waterlogging points, unsafe slopes, weak houses, vulnerable persons, informal routes and local coping practices.
  • Limited Use of Technology
    • GIS, remote sensing, drones, mobile-based surveys, real-time dashboards and AI-based risk modelling are still not fully used across all regions.
    • Many local bodies lack the technical capacity to use such tools.
    • This limits accurate and updated vulnerability assessment.
  • Climate Change Not Fully Integrated
    • Climate change is increasing extreme rainfall, heatwaves, cyclones, coastal erosion, sea-level rise, glacial risks and droughts.
    • But many vulnerability assessments are based on past disaster patterns only.
    • They do not adequately include future climate projections and changing hazard intensity.
  • Weak Institutional Coordination
    • Vulnerability assessment requires data from multiple departments such as revenue, health, agriculture, housing, irrigation, municipal bodies, IMD, CWC, GSI and disaster management authorities.
    • Data-sharing between agencies is often weak.
    • This leads to fragmented and incomplete assessment.
  • Inadequate Capacity of Local Bodies
    • Municipalities, panchayats and district administrations often lack trained staff, funds, technical expertise and updated tools for vulnerability assessment.
    • Since disasters are experienced locally, weak local capacity becomes a major limitation.
  • Poor Data on Informal Settlements
    • Slums, unauthorised colonies, migrant settlements and temporary habitations are often poorly recorded in official data.
    • These areas are highly vulnerable but remain underrepresented in formal assessments.
    • This leads to exclusion from preparedness, evacuation and rehabilitation planning.
  • Weak Follow-Up Action
    • Assessment alone does not reduce risk.
    • Many vulnerability assessments are prepared but not followed by mitigation measures such as retrofitting, relocation, drainage improvement, slope stabilisation, shelter construction or awareness campaigns.
    • This creates a gap between knowledge and action.
  • Limited Periodic Review
    • Vulnerability assessment should be a continuous process.
    • However, in many cases, assessments are prepared once and not revised regularly.
    • New vulnerabilities keep emerging due to urbanisation, climate change, migration and environmental degradation.

Way Forward

  • Prepare Micro-Level Vulnerability Maps
    • Vulnerability assessment should be done at the village, ward, street and household level.
    • Broad district-level assessments are not enough because vulnerability differs even within the same city or village.
    • Micro-level mapping can help identify unsafe houses, flood-prone pockets, vulnerable households, blocked drains, weak embankments, landslide-prone slopes and critical infrastructure at risk.
  • Integrate Hazard, Exposure and Vulnerability Data
    • Disaster planning should combine hazard data with socio-economic data.
    • For example, a flood-prone area should not be mapped only in terms of water level. It should also include population density, poverty level, housing quality, elderly population, persons with disabilities, livelihood dependence, evacuation access and shelter availability.
    • This will make vulnerability assessment more practical and people-centric.
  • Regularly Update Risk Maps
    • Vulnerability maps should be updated periodically.
    • This is necessary because risks change due to urbanisation, climate change, new infrastructure, deforestation, river course changes, coastal erosion, migration and land-use changes.
    • Outdated maps lead to outdated planning.
  • Strengthen Multi-Hazard Assessment
    • India should move from single-hazard assessment to multi-hazard vulnerability assessment.
    • Many disasters are interconnected. Heavy rainfall can trigger urban flooding, landslides and dam-related floods; earthquakes can trigger landslides, liquefaction and tsunamis; cyclones can cause storm surges, coastal flooding and infrastructure damage.
    • A multi-hazard approach will help in better preparedness.
  • Include Social Vulnerability Indicators
    • Vulnerability assessment must include social and economic indicators.
    • These should include poverty, age, gender, disability, migration status, housing quality, livelihood dependence, health condition, access to transport, access to early warning and social support.
    • This will ensure that women, children, elderly persons, persons with disabilities, migrants, slum dwellers, fisherfolk, small farmers and tribal communities are not ignored.
  • Use Technology-Based Assessment
    • Modern tools should be used for accurate and dynamic vulnerability assessment.
    • GIS mapping, remote sensing, drones, satellite imagery, mobile-based surveys, real-time dashboards, AI-based modelling and crowd-sourced data can improve risk identification and monitoring.
    • Technology should be made accessible to district administrations, municipalities and panchayats.
  • Build Capacity of Local Bodies
    • Local bodies are closest to disaster risks, but they often lack technical capacity.
    • Municipalities, panchayats and district administrations should be trained in data collection, GIS mapping, risk analysis, community surveys and disaster planning.
    • Without local capacity, vulnerability assessment remains only a formal document.
  • Involve Local Communities
    • Community participation should be made central to vulnerability assessment.
    • Local people can identify recurring waterlogging points, unsafe slopes, weak houses, vulnerable persons, informal routes, local shelters and past disaster experiences.
    • This will make assessment more realistic and ground-based.
  • Integrate Assessment with Land-Use Planning
    • Vulnerability assessment should directly guide master plans, building permissions, infrastructure projects, housing schemes and industrial planning.
    • Construction in floodplains, wetlands, coastal hazard zones, unstable slopes and high seismic-risk areas should be strictly regulated.
    • Assessment should lead to action, not remain a report.
  • Assess Critical Infrastructure
    • Hospitals, schools, roads, bridges, power supply, water supply, communication networks, police stations, fire stations and relief shelters should be assessed for disaster vulnerability.
    • Critical infrastructure must be retrofitted or strengthened so that it remains functional during emergencies.
  • Include Climate Change Projections
    • Vulnerability assessment should not depend only on past disaster data.
    • Future climate risks such as extreme rainfall, heatwaves, sea-level rise, stronger cyclones, glacial lake outburst floods, droughts and coastal erosion should be included.
    • This will make disaster planning climate-resilient.
  • Improve Data Sharing among Agencies
    • Vulnerability assessment requires data from multiple departments.
    • There should be better coordination among disaster management authorities, IMD, CWC, GSI, municipal bodies, health departments, agriculture departments, revenue departments and local governments.
    • Integrated data platforms can reduce duplication and improve decision-making.
  • Focus on Informal Settlements
    • Slums, unauthorised colonies, migrant settlements and temporary habitations should be properly mapped.
    • These areas are often highly vulnerable but poorly represented in official records.
    • Including them will make evacuation, relief, health support and rehabilitation more inclusive.
  • Link Assessment with Mitigation Funds
    • Vulnerability assessment should be linked with actual mitigation projects.
    • High-risk areas identified in assessments should receive priority for drainage improvement, shelter construction, slope stabilisation, retrofitting, embankment strengthening, awareness campaigns and relocation where necessary.
  • Ensure Periodic Review and Public Disclosure
    • Vulnerability assessments should be reviewed regularly and made available to local institutions and communities.
    • Public access to risk information improves awareness, accountability and preparedness.

Vulnerability assessment is the foundation of effective pre-disaster management. It helps identify where risks are concentrated, which communities are most vulnerable, what infrastructure is exposed, and what capacities are lacking before a disaster occurs. However, in India, gaps such as lack of micro-level data, outdated risk maps, weak community participation, inadequate social vulnerability mapping, poor use of technology and limited integration with planning reduce its effectiveness.

Therefore, India must make vulnerability assessment more localised, dynamic, inclusive, technology-enabled and climate-sensitive. It should directly guide land-use planning, infrastructure development, early warning, evacuation planning, resource allocation and mitigation investments. Only then can India move from a reactive relief-based approach to a proactive risk-reduction and resilience-building approach.
