Ethical Issues in Amalgamating AI with Administrative Decision-Making

Artificial Intelligence is rapidly reshaping public administration by enhancing speed, accuracy, and data-driven governance. However, administrative decisions are not merely technical outputs—they involve human values, ethical judgment, empathy, and accountability. Since AI lacks emotional intelligence and moral agency, its integration into governance raises significant ethical concerns regarding fairness, transparency, responsibility, and human dignity.

Ethical Issues

  • Deficit of Compassion and Contextual Sensitivity
    • AI lacks emotional intelligence to interpret nuanced human suffering.
    • Eg: An AI rejecting welfare benefits based purely on income data may ignore health, trauma, or indebtedness that a human officer would consider empathetically.
  • Ambiguity in Accountability
    • Traditional governance fixes responsibility on decision-makers (minister, officer, department).
    • With AI, accountability becomes diffused—developer, data provider, algorithm owner, or administrator?
    • Ethical conflict: “Who is answerable for injustice caused by a machine?”
  • Algorithmic Bias and Discrimination
    • AI learns from past data, which may reflect historical injustices (caste, gender, class, regional bias).
    • Eg: Predictive policing tools flagging certain neighbourhoods disproportionately, violating the constitutional promise of equality (Article 14).
  • Opacity vs Administrative Transparency
    • Many AI systems are “black boxes”—decisions are non-explainable even to operators.
    • This violates:
      • Transparency
      • Right to be informed
      • Principles of natural justice
    • Can governance rely on logic that cannot be justified or questioned?
  • Erosion of Human Agency and Moral Judgment
    • Bureaucratic decisions often balance rule of law with discretion (spirit vs letter of law). AI replaces judgment with calculation, eliminating moral reasoning.
    • Eg: Eviction algorithms may enforce deadlines rigidly without considering humanitarian grounds.
  • Privacy vs Public Good
    • AI-driven administration requires mass data collection—iris scans, health records, financial history.
    • Ethical tension between:Surveillance for efficiency vs Citizens’ right to privacy, autonomy, and dignity
  • Digital Divide and Exclusion
    • AI governance assumes digital literacy and access. Marginalized populations may fail to engage (forms, facial scans, OTP verification), leading to systemic exclusion.
    • Ethical concern: Tech efficiency cannot come at the cost of social justice.
  • Moral Disengagement of Officials
    • Over-dependence on algorithms risks moral outsourcing—where officers obey AI outputs instead of exercising conscience.
    • This weakens the constitutional spirit of public service and ethical responsibility.

Conclusion

AI can strengthen administrative efficiency, but it cannot replace the ethical core of governance. Public administration must remain rooted in constitutional morality, empathy, and accountable decision-making. Therefore, AI should function as an assistive tool—not a substitute for human judgment—following the principle of “technology for administration, not administration by technology.”
 A balanced, ethical, and human-centric AI approach is essential for just and inclusive governance.
