Legal accountability is external and enforceable through institutions, while ethical accountability is internal and self-regulated, guided by conscience.
Public servants must not only avoid unlawful acts but also ensure their intentions and decisions are ethically sound, as ethical lapses may not always be illegal but can erode public trust.
Thus, while law defines the minimum standards of behaviour, ethics demands a higher level of integrity by regulating even one’s thoughts and intentions.
