Community Reserve

Community Reserves are protected areas declared on private or community-owned lands, where local people or landowners voluntarily step forward to conserve wildlife, habitats, and traditional ecological values. Introduced through the Wildlife (Protection) Amendment Act, 2002, Community Reserves represent a unique model of participatory conservation in India. They bridge the gap between formal state-controlled protected areas and informal, community-led efforts, ensuring legal recognition and support for voluntary conservation initiatives.

Features of Community Reserves

  • Legal Backing: Community Reserves are declared under the Wild Life (Protection) Act, 1972
  • Declaration: Community Reserves can be declared by the state governments.
  • Community Reserves are declared on Private and Community Land.
  • Voluntary Participation Community or private land is declared as a reserve only when the landowner or local community volunteers for conservation.
  • Land use pattern: No changes to the land use pattern within a community reserve are permitted unless a resolution is passed by the management committee and approved by the State Government.
  • Community Reserve Management Committee is responsible for conserving, maintaining and managing the community reserve.

Declaration of Community Reserves

  • The State Government may declare any private or community-owned land—as long as it is not part of a National Park, sanctuary, or conservation reserve—as a community reserve, provided that an individual or local community voluntarily steps forward to conserve wildlife, its habitat, and associated traditional or cultural conservation practices.

Community Reserve Management Committee

  • A management committee is formed by the State Government to run the reserve.
  • It includes representatives from the local Panchayat/Gram Sabha, and one Forest/Wildlife Department official.
  • If the reserve is on private land, the landowner is part of the committee.
  • The committee prepares and implements conservation plans.
  • The committee elects a Chairperson, who also acts as the Honorary Wildlife Warden.
