The relationship between farmer associations and public policy in India is neither uniformly successful nor uniformly progressive — it is a complex, contested, and contextually variable relationship that has produced landmark policy victories, reversed central legislation, and influenced budget priorities, while also sometimes advancing narrow group interests at the expense of broader social welfare, ecological sustainability, and consumer interests.
Limitations
Farmer associations constitute an important link between the state and rural society. By articulating interests, shaping policies and demanding accountability, they deepen participatory democracy. Their contribution, however, depends on inclusive representation, internal democracy and sustained institutional engagement with the government.
